1- Prepare your blog
You should have a decent blog (even in Blogger), this doesn't mean you need professional self made template and advanced hacks...
A simple blog will be accepted from Google. You have just to make few posts on it. (Even 5 posts are sufficient)

- Not abusive (no popups, no other advertising network that don't fit with Adsense TOS)

3- My experience
I have submitted my request for Google adsense in an in-complete website, the request was rejected! Google Adsense also provided me with the reasons for rejecting my request.
However I wanted the Adsense account!
The in-complete website counts more than 100 webpage!
I made another 5 pages but complete website and in a free host, the request was accepted.
So, if you have a website make sure that it's complete and not missing some things :)
